About STPI

Stop TB Partnership Indonesia (STPI), formally known as Yayasan Kemitraan Tuberculosis Indonesia, has been at the forefront of civil society efforts to accelerate TB elimination in Indonesia since 2018. Over the years, STPI has established itself as a key partner to the Government of Indonesia, bringing together communities, civil society, and stakeholders to strengthen the national TB response. Drawing on its extensive experience, reach, and technical expertise, STPI has earned the trust of partners as a driving force in Indonesia’s TB response.


Project Background

Tuberculosis (TB) remains one of the most pressing public health challenges in Indonesia. In 2024, it was estimated that there were 1,092,000 TB cases in the country, of which 856,420 people were notified, including 12,128 people with drug-resistant TB (DR-TB). Despite progress in case notification, significant gaps remain in treatment coverage and enrollment. For example, among DR-TB cases notified, only 9,573 patients were enrolled in treatment. Treatment success rates also show disparities, with some areas recording success rates of 85% for drug-susceptible TB (DS-TB) and only 59% for DR-TB. Additionally, the initiation of TB preventive therapy (TPT) remains alarmingly low—19.4% in 2024.


Over the years, Indonesia has received substantial support from various partners, including the United States Agency for International Development (USAID), to strengthen TB case finding, improve treatment services, mobilise community engagement, and foster multi-sectoral collaboration. However, with the cessation of USAID’s TB program funding, several life-saving interventions are now facing critical support gaps, threatening the continuity and quality of TB services in high-burden areas.


The Life-saving Facility and Community-based Service Delivery Support for Tuberculosis (FCSDS) Project has been designed to address these urgent needs. This initiative aims to improve access to high-quality TB services, including timely diagnosis, effective treatment, and TPT provision, with a special focus on provinces and districts that are currently experiencing the most significant challenges in maintaining TB service continuity. The Stop TB Partnership in Indonesia will lead the implementation. Through close collaboration with government health services, civil society, and community actors, the project will strengthen both facility-based and community-based TB service delivery. Activities will include enhancing early case detection, improving treatment initiation and adherence, expanding TPT coverage, and ensuring patient support throughout the treatment journey. By bridging service delivery gaps and safeguarding essential interventions, the FCSDS TB Project seeks to save lives, reduce TB transmission, and protect vulnerable communities from the ongoing TB epidemic in Indonesia.


The Opportunity

We are looking for a Project Operation Lead who will be a full-time staff member in the FCSDS Project team under the supervision of the Program Manager, STPI

Job position: Project Operation Lead

Direct Report:  Program Manager STPI

Status: Temporary Staff (LOE 100%)

Duration: 7 Months, with the possibility of extension

Location: Jakarta

Working Hours: 40 hours/week


QUALIFICATIONS 

Educational Background

  1. A Bachelor’s degree in Finance, Accounting, Human Resource Management, Business Administration, Public Administration, or a related field is required. A Master’s degree is an advantage.

  2. Demonstrated professional experience in project operations management.


Work Experience – Minimum of seven (7) years of experience in the following areas:

  1. Leading project operations (finance, HR, procurement, logistics);

  2. Managing project cash flow and budget control;

  3. Supervising procurement processes and vendor management;

  4. Ensuring donor compliance (USAID, Global Fund, UN agencies, bilateral donors);

  5. Managing internal control systems and financial reporting;

  6. Coordinating multi-location operational teams;

  7. Supporting audits and donor reviews.

  8. Experience in public health or TB-related programs is an advantage


Technical Competencies

  1. Strong knowledge of project financial planning, forecasting, and variance analysis;

  2. Advanced understanding of donor compliance and reporting requirements;

  3. Strong oversight capability in procurement and contract management;

  4. Knowledge of Indonesian labour law and HR management systems;

  5. Ability to design and strengthen internal control mechanisms;

  6. Skilled in budget monitoring and cost-efficiency analysis;

  7. Capacity to produce clear financial and operational reports;

  8. Risk identification and mitigation planning skills.

  9. Experience in establishing and improving operational systems in fast-paced or start-up project environments.

General Competencies

ROLES AND RESPONSIBILITIES

1. Operational Leadership

  • Lead and oversee all operational aspects of the FCSDS Project, including finance, HR, procurement, and logistics;

  • Ensure operational systems support timely and effective project implementation in National and Dsitrict Level.

  • Ensure operational readiness and rapid mobilisation of resources to safeguard continuity of life-saving TB interventions in National and Dsitrict Level.

  • Supervise operational staff and ensure clear delegation of responsibilities;

  • Ensure efficient resource utilisation and cost control in National and District Level.

  • Support the Operational (Finance, HR, Procurement) Report for Donor.

2. Financial Management and Compliance

  • Manage operational project cash flow, budgeting, and expenditure tracking;

  • Monitor budget burn rate and conduct variance analysis;

  • Ensure compliance with donor regulations and STPI financial policies;

  • Support internal and external audits.

3. Human Resource Management

  • Oversee HR mechanisms in the project including recruitment coordination, contracts, LOE tracking, and performance documentation;

  • Ensure compliance with labour regulations and donor HR policies;

  • Manage grievance, disciplinary, and conflict resolution processes;

  • Support workforce planning and staff allocation.

4. Procurement and Logistics Oversight

  • Ensure procurement processes comply with donor and organisational regulations;

  • Ensure the completeness of procurement documents, including guidelines, procedures, and technical supporting documents;

  • Supervise vendor selection, contract management, and payment processes;

  • Monitor logistics planning and distribution of materials;

  • Conduct vendor performance evaluation.

5. Risk Management and Internal Control

  • Identify operational and financial risks;

  • Strengthen internal control systems;

  • Ensure documentation completeness and audit readiness;

  • Develop mitigation strategies for operational challenges.

6. Coordination and Reporting

  • Report directly to the Program Manager of STPI;

  • Provide regular operational updates to the Project Lead.

  • Support donor reporting processes;

  • Coordinate closely with technical and program teams to ensure operational alignment.
