Job Opportunity: Senior Community DOT Advisor for USAID BEBAS-TB FULL-TIME STAFF



About STPI The Indonesian Tuberculosis Strategic Partnership Foundation or Stop TB Partnership Indonesia (STPI) believes that the elimination of tuberculosis (TB) in Indonesia is achieved if it is based on a strong partnership between government, private and community elements. Since its establishment as a Foundation in 2018, STPI has initiated cross-sectoral advocacy efforts for national TB policies, built a governance model for handling TB across sectors in districts and villages, and campaigned for TB issues in social media and mass media.

Project Background Bersama Menuju Eliminasi dan Bebas dari Tuberkulosis (USAID BEBAS-TB) is a five-year, USAID-funded TB flagship activity designed to improve the quality of tuberculosis case detection, diagnosis, care, and prevention. The goal of the Activity, led by Management Sciences for Health (MSH), is to assist the Government of Indonesia in addressing the TB epidemic and achieving 2030 TB elimination targets. The USAID BEBAS-TB activity will provide technical assistance to the National TB Program to improve the quality of TB service delivery by introducing and piloting new approaches to case identification, diagnosis and treatment regimens, and bringing international best practices to Indonesia. USAID BEBAS-TB will support the government of Indonesia at the national level and focus on four densely populated provinces with high TB burdens: North Sumatra, West Java, Central Java, and East Java. The initiative will improve TB care in both public and private hospitals by enhancing the knowledge and skills of health care workers and community health workers.

The Opportunity STPI is a partner to MSH in the implementation of USAID BEBAS-TB primarily focusing on community activities in TB care and prevention, and, advocacy. We are looking for a Senior Community DOT Advisor who will be a full-time staff in the USAID BEBAS-TB team under the technical leadership of MSH and in management coordination with STPI. Job position: Senior Community DOT Advisor Direct Report: Technical Director Status: Temporary Staff (LOE 100%) Duration: 12 Months Location: Jakarta Working Hours: 40 hours/weekQUALIFICATIONS

Educational Background – Bachelor Degree in Public Health or related health field is desirable. Work Experience – At least At least seven (7) years of experience of each of the following areas:

  • Designing and implementing community TB programs

  • Providing community TB related technical leadership to provincial, district and PHCU levels in Indonesia

  • Guiding and providing technical assistance to project and country governments staff working on TB prevention and control

  • Interacting with donors, implementing partners and host country government.

  • Experience working in USAID projects is an advantage.

COMPETENCIES

  • Excellent communication, supervisory and interpersonal skills, demonstrated leadership, and the ability to work collaboratively across technical disciplines.

  • Fluency in written and spoken English; fluency in local Indonesian language

  • Willingness to travel frequently (up to 50% time) within Indonesia required.

ROLES AND RESPONSIBILITIES OVERALL RESPONSIBILITIES: STPI seeks a Senior Community TB Advisor who will be responsible for providing the overall technical direction of TB, and TB/HIV related activities for the BEBAS-TB at the community level for TB prevention and care. S/he will work closely with members of multidisciplinary senior advisors to ensure efficiency and effectiveness of interventions and with the MERL Director and the team to ensure progress is being achieved towards TB, and TB/HIV targets in the private sector. The Advisor is the senior expert who will provide technical support to the NTP, provincial, district, and PHCU level to actively engage the community and key affected individuals, community leaders and CSOs in TB prevention and care. The advisor is the main focal point that will represent BEBAS-TB in the national technical working groups related to community DOT. SPECIFIC RESPONSIBILITIES

  • Serve as a senior advisor on community TB which includes decentralizing DOT to the community for TB screening, contact screening, and tracing patients who missed their treatment.

  • Together with the other experts produce and cascade the implementation of and IEC/BCC on TB at community level.

  • Organize TB key affected population clubs at community level to actively engage them in community education, screening and serve as treatment supporters.

  • Map CSOs in every community and assist in creating a coordination mechanism under the leadership of the community leader and supervision of the PHCUs.

  • Build the capacity of the PHCUs to mentor/supervise community volunteers, CSOs and FBOs at a community level HEWs.

  • Lead efforts in curricula revision and strengthening of TB case management at a community level

  • Lead the preparation of IEC/BCC materials including radio and TV spot messages for public education on TB

  • Work with other advisors and the government to ensure consistent high-quality service by community volunteers, sub-health centers as well as strengthening referrals and linkages between the community and the health facilities.

  • Identify barriers for community TB services and work with BEBAS- TB team and stakeholders to address barriers to ensure project objectives are met.

  • Lead the development of community level TB prevention and care plans and budget.

  • Actively participate in the quarterly or semi-annually national, provincial, and PHCU level review meetings

  • Together with the health care financing experts the advisor will explore sustainable options for maintaining and sustaining the community TB.

  • Contribute to operational research related to TB and TB/HIV. Perform other duties as required.

  • Perform other duties assigned by the BEBAS-TB Technical Director.
