About STPI

Stop TB Partnership Indonesia (STPI), formally known as Yayasan Kemitraan Tuberkulosis Indonesia, has been at the forefront of civil society efforts to accelerate TB elimination in Indonesia since 2018. Over the years, STPI has established itself as a key partner to the Government of Indonesia, bringing together communities, civil society, and stakeholders to strengthen the national TB response. Drawing on its extensive experience, reach, and technical expertise, STPI has earned the trust of partners as a driving force in Indonesia’s TB response.


Project Background

Tuberculosis (TB) remains one of the most pressing public health challenges in Indonesia. In 2024, it was estimated that there were 1,092,000 TB cases in the country, of which 856,420 people were notified, including 12,128 people with drug-resistant TB (DR-TB). Despite progress in case notification, significant gaps remain in treatment coverage and enrollment. For example, among DR-TB cases notified, only 9,573 patients were enrolled in treatment. Treatment success rates also show disparities, with some areas recording success rates of 85% for drug-susceptible TB (DS-TB) and only 59% for DR-TB. Additionally, the initiation of TB preventive therapy (TPT) remains alarmingly low—19.4% in 2024.


Over the years, Indonesia has received substantial support from various partners, including the United States Agency for International Development (USAID), to strengthen TB case finding, improve treatment services, mobilise community engagement, and foster multi-sectoral collaboration. However, with the cessation of USAID’s TB program funding, several life-saving interventions are now facing critical support gaps, threatening the continuity and quality of TB services in high-burden areas.


The Life-saving Facility and Community-based Service Delivery Support for Tuberculosis (FCSDS) Project has been designed to address these urgent needs. This initiative aims to improve access to high-quality TB services, including timely diagnosis, effective treatment, and TPT provision, with a special focus on provinces and districts that are currently experiencing the most significant challenges in maintaining TB service continuity. Stop TB Partnership Indonesia will lead the implementation. Through close collaboration with government health services, civil society, and community actors, the project will strengthen both facility-based and community-based TB service delivery. Activities will include enhancing early case detection, improving treatment initiation and adherence, expanding TPT coverage, and ensuring patient support throughout the treatment journey. By bridging service delivery gaps and safeguarding essential interventions, the FCSDS TB Project seeks to save lives, reduce TB transmission, and protect vulnerable communities from the ongoing TB epidemic in Indonesia.



The Opportunity

We are seeking for a CASE FINDING TECHNICAL OFFICER (CF TO) who will be a full-time staff member in the FCSDS Project team, under the supervision of CF Technical Coordinator and reporting to the STPI Management team.

Job position      : CASE FINDING TECHNICAL OFFICER (CF TO)

Direct Report    :  CF Technical Coordinator 

Status               : Temporary Staff (LOE 100%)

Duration           : 3 Months, with the possibility of extension

Location           : Jakarta

Working Hours : 40 hours/week


QUALIFICATIONS 

Educational Background

  1. A bachelor’s Degree in Public Health, Epidemiology, Nursing, or a related field is required;

  2. Relevant professional experience in TB or public health can substitute for advanced degrees.


Work Experience – Minimum of three (3) years of experience in the following areas:

  1. Designing and implementing TB programs at the subnational level, specifically on TB screening and diagnosis (case finding), treatment enrollment, and treatment outcomes; 

  2. Leading community-based interventions with a focus on community empowerment and mobilisation;

  3. Working with national and subnational government authorities and local partners in terms of TB programs;

  4. Coordinating and providing day-to-day technical guidance to field teams.

  5. Strong strategic planning and problem-solving in translating local constraints into timely solutions; 

  6. Familiarity with TB program logistics, supply chain, and procurement mechanisms;


General Competencies

  1. Excellent communication, interpersonal, and problem-solving skills;

  2. Ability to work collaboratively with field teams, local government and health institutions,communities, and project management;

  3. Excellent fluency in written and spoken English;

  4. Willingness to travel extensively to intervention sites across subnational regions in Indonesia;

  5. Strong organisational skills and ability to supervise multiple field teams effectively and ensure compatible project outputs.


Technical Competencies

  1. Strong knowledge and experience of TB program implementation at the national and subnational levels, emphasis on TB case finding, treatment enrollment, and treatment outcomes;

  2. Experience and knowledge of community-centred approaches for TB case finding, treatment enrollment, and treatment outcomes tailored to target populations and local contextual conditions;

  3. Ability to oversee intervention in multiple sites and ensure implementation adherence to technical protocols and project guidelines;

  4. Experience coordinating with subnational health authorities and community stakeholders related to TB program;

  5. Understanding of TB program logistics, procurement, and supply chain management;

  6. Ability to analyse operational data to inform the project coordinator's decisions and improve field implementation.

The CF Technical Officer supports the day-to-day technical implementation of Case Finding (CF) interventions within their assigned regional area or designated districts/cities. This includes providing hands-on technical guidance to field teams, supporting adherence to technical protocols and project guidelines, assisting with routine quality assurance, and contributing to the achievement of CF targets, under the direct supervision of the CF Technical Coordinator.


ROLES AND RESPONSIBILITIES

Technical Implementation Coordination and Support 

  • Provide technical advice to the CF Technical Coordinator on TB program implementation, with a focus on TB case finding, treatment enrollment, and treatment outcomes;

  • Coordinate and support the day-to-day technical implementation of CF interventions to field teams in assigned regional districts/cities, based on direction and decision from CF Lead;

  • Ensure CF activities are implemented in accordance with national TB guidelines, project guidelines, and technical protocols.

  • Support field teams in identifying and resolving technical challenges encountered during the implementation of interventions.

  • Support the delivery of technical training, on-the-job mentoring, and refresher sessions for CF implementers in field level.

  • Assist in the development, adaptation, and dissemination of technical guidelines, tools, and job aids related to CF implementation.


Coordination with Stakeholders at the Subnational Level and DR Team

  • Maintain relationships with subnational health authorities, local clinics, and community leaders;

  • Facilitate coordination between field teams, local authorities, and the Project Coordinator;

  • Coordinate with the DR Team to ensure follow-up and feedback loops of cases identified through CF activities.


Logistics and Resource Monitoring

  • Support the CF Coordinator in monitoring logistics, supply chain, and procurement for TB commodities;

  • Ensure timely availability of drugs, diagnostics, and other essential resources at intervention sites.


Data Utilisation and Reporting 

  • Report critical updates, operational challenges, and successes to the CF Technical Coordinator for decision-making.

  • Collect, review, and analyse operational data from field sites for the CF Technical Coordinator and MEL Coordinator;

  • Identify trends, challenges, and opportunities for improving TB program delivery;

  • Support the preparation of subnational reports for internal management and donor review.
