TECHNICAL OFFICER - STOP PROJECT (FULL-TIME STAFF)


About STPI

The Indonesian Tuberculosis Strategic Partnership Foundation or Stop TB Partnership Indonesia (STPI) believes that the elimination of tuberculosis (TB) in Indonesia is achieved if it is based on a strong partnership between government, private and community elements. Since its establishment as a Foundation in 2018, STPI has initiated cross-sectoral advocacy efforts for national TB policies, built a governance model for handling TB across sectors in districts and villages, and campaigned for TB issues in social media and mass media.


STPI is looking for a Technical Officer who will work with the Program Manager in the implementation of the STOP (Synergy in Tuberculosis and Social Program) Project funded by the Stop TB Partnership through the Challenge Facility for Civil Society Round 12. Responsibilities will include from activity budgeting and planning, implementation, stakeholders’ engagement, and support in monitoring and evaluation.


Job position: Technical Officer – STOP Project

Direct Report: Program Manager

Status: Temporary Staff (LOE 100%)

Duration: 12 months

Location: Jakarta

Working Hours: 40 hours/week


QUALIFICATIONS

Educational Background – Minimum Bachelor Degree in Public Health, Psychology, Development Studies, Management, Sociology, and Social Work

Work Experience – At least 2 years of work experience including in civil society organizations/non-profit organizations focusing in public health programs (preferably on Tuberculosis) and in project/program development roles.


COMPETENCIES

  • Demonstrate experience in coordination and collaboration with the Ministry

  • Demonstrate excellent understanding and/or experience in community-based TB

  • Have good knowledge about social protection programs in Indonesia

  • Demonstrate strong ability in project management particularly organizing meetings, activity planning, writing concept notes, and stakeholders’ coordination;

  • Excellent technical skills in writing, editing, and formatting using MS Software (Excel, Word, PowerPoint) and others;

  • Ability to analyse, evaluate, and present clearly information from various resources to internal and external stakeholders;

  • Demonstrate good understanding and knowledge of qualitative and quantitative methods in researching and/or monitoring and evaluation of public health interventions;

  • Ability to communicate strategically in writing and verbally in Bahasa Indonesia and English;

  • Ability to work as a part of a team and take initiative to achieve assigned team objective;

  • Demonstrate good basic budgetary skills and ability to work within allocated resources;

  • Preference: Have good knowledge about advocacy, Indonesia’s governance system, and community-led monitoring, gender, and human rights in public health.

ROLES AND RESPONSIBILITIES

Functions:

  1. Developing and implementing project activities to achieve the project objectives

  2. Managing recruitment and oversight of vendors supporting the project activities

  3. Supporting the Program team as tasked by supervisor


Duties and responsibilities (with estimated time allocation per week):

1. Developing and implementing project activities to achieve the project objectives (60%)

  • Cultivate relations and liaise with the Ministry of Health, Ministry of Social

  • Affairs, the Coordinating Ministry of Human Development and Cultural Affairs and TB Survivor Organization Network to enhance project kick-off and activities implementation

  • Ensure the successful engagement of district-level government, CSOs and communities to develop action plans to link beneficiaries of social programs to quality TB services

  • Prepare and implement workshops and meetings to establish linkage between TB and social program effectively

  • Conduct advocacy meeting with executives and legislatives at the district-level to support people with TB who needs social assistance are linked to appropriate benefit packages

  • Create and synthesize findings from assessments and research in the project to develop policy recommendations to government and partners

  • Represent the organization is various meetings as tasked by the Supervisor

2. Managing recruitment and oversight of third parties supporting the project

activities (30%)

  • Identify and liaise with potential vendors to invite for the project’s procurement process in coordination with the Finance and Administration Team

  • Prepare, manage, and evaluate delivery of the project’s operational research, assessments, and IEC production to support activities implementation

  • Ensure the good quality of knowledge products developed by the third parties.

3. Supporting the Program team in assignments tasked by supervisor (10%)

  • Supporting the Program Manager in maintaining and strengthening relations with key funding partners and other external stakeholders

  • Contributing in developing, implementing, monitoring and evaluation of the

  • Program Team’s strategy as part of the organization’s strategic plan as well as reporting to supervisor

  • Coordinating with other divisions in the organization around project activities

  • Reporting activities and arising issues to supervisor regularly in a timely manner
