About STPI

Stop TB Partnership Indonesia (STPI), formally known as Yayasan Kemitraan Tuberculosis Indonesia, has been at the forefront of civil society efforts to accelerate TB elimination in Indonesia since 2018. Project Background

Tuberculosis (TB) remains one of the most pressing public health challenges in Indonesia. In 2024, it was estimated that there were 1,092,000 TB cases in the country, of which 856,420 people were notified, including 12,128 people with drug-resistant TB (DR-TB). Despite progress in case notification, significant gaps remain in treatment coverage and enrollment. For example, among DR-TB cases notified, only 9,573 patients were enrolled in treatment. Treatment success rates also show disparities, with some areas recording success rates of 85% for drug-susceptible TB (DS-TB) and only 59% for DR-TB. Additionally, the initiation of TB preventive therapy (TPT) remains alarmingly low—19.4% in 2024.

The Facility and Community-based Service Delivery Support for Tuberculosis (FC-SDS) Project is managed by the Stop TB Partnership with support from the Government of the United States, and in Indonesia it is implemented by Stop TB Partnership Indonesia (STPI) for the extension period of March 2026 to Mid November 2026. The project focuses on strengthening tuberculosis (TB) case finding, improving treatment services, expanding community engagement, and reinforcing cross-sector collaboration across 52 districts in West Java and East Java Provinces.

The FCSDS Project aims to save lives, reduce TB transmission, and protect vulnerable populations from the ongoing TB epidemic in Indonesia. It works in close collaboration with health offices, civil society organizations, and community actors to strengthen TB services at both health-facility and community levels. Its core activities include early TB case detection, improving treatment initiation and adherence, expanding TPT coverage, strengthening patient support throughout the TB and Drug-Resistant TB treatment journey, and enhancing mechanisms for continuous quality improvement of DR-TB services.

The Opportunity

We are looking for a District MEL Officer who will be a full-time staff member in the FCSDS Project team under the supervision of the District Coordinator.

Job position : District MEL Officer Direct Report : District Coordinator Status : Temporary Staff (LOE 100%)

Duration : 1.5 Months, with the possibility of extension

Location : District MEL Officer will be assigned to each district/city in Malang Regency, Kediri Regency, Pamekasan Regency, Sukabumi Regency, Bogor Regency, and Surabaya

Working Hours : 40 hours/week

QUALIFICATIONS

Educational Background

1. A Diploma or Bachelor's degree in a relevant field, such as Health, Statistics or Social Sciences, and be familiar with research methodologies and monitoring/evaluation systems;
2. Relevant professional experience in TB or public health is highly desirable.

Work Experience – Minimum of two (2) years of experience in the following areas:

1. Experience working in monitoring, evaluation & reporting areas, particularly developing reports to donors and related stakeholders.
2. Familiarity with TB programs, particularly in TB Case Finding (CF) and Drug Resistant TB (DR TB) interventions.
3. Strong experience and skills to develop monitoring and evaluation tools, reports, and strategies to reach project indicators;
4. Ability to collect, manage, and analyse both quantitative and qualitative data.
5. Ability to produce reports, briefs, and learning materials for stakeholders.
6. Ability to learn quickly, follow directions, report back on the need, and identify the gap based on data;
7. Familiarity with national TB systems and other relevant TB information systems.

Technical Competencies

1. Strong knowledge of TB Case Finding interventions, emphasis on TB case finding, treatment enrollment, and treatment outcomes.
2. In-depth understanding of DR TB diagnosis, treatment enrollment, treatment outcomes, and service quality improvement.
3. Experience managing data for TB programs in several sites of program to ensure data quality.
4. Familiarity with Indonesia’s SITB and other TB reporting platforms for community.
5. Competence in monitoring TB services across health facilities and community-based interventions, including cadre involvement.
6. Have the capacity to follow the instructions on using the monitoring and evaluation system, data management, analysis and reporting, such as Excel (STATA/SPSS/R and other tools would be an advantage).
7. Proficiency with MS Office software required (Outlook, Word, Excel, PowerPoint).

ROLES AND RESPONSIBILITIES

Support the project at the district level for monitoring and evaluation tasks,

1. Support the implementation of day-to-day MEL activities, including project data management, monitoring, and evaluation at the district level to ensure the achievement of project objectives.
2. Uphold the fidelity of MEL activities in accordance with national TB guidelines, project guidelines, and technical protocols.
3. Collect, validate, and manage data on program implementation, focusing on Case Finding and DR TB interventions.
4. Monitor and evaluate the progress and performance of TB Case Finding and DR TB interventions.
   
5. Monitor logistics related to TB Case Finding and DR TB to ensure the effectiveness of interventions.
6. Identify and communicate operational challenges that affect the effectiveness of interventions to the district team.

Stakeholder Engagement at the Subnational Level

1. Maintain relationships with Provincial and district health authorities, local health facilities and community leaders on MEL processes.
2. Facilitate coordination between field teams, local authorities, and the management Project for data-driven decision-making.
3. Deliver capacity building and updates to local partners to improve program quality and adherence to technical protocols.

Data Utilisation and Reporting Support

1. Collect, review, and analyse operational data from field sites for Project Management.
2. Identify trends, challenges, and opportunities for improving TB program delivery;
3. Report critical updates, operational challenges, and successes to the provincial coordinator for decision-making.
4. Support the preparation of provincial reports for internal management and donor review.
