About STPI

Stop TB Partnership Indonesia (STPI), formally known as Indonesian Tuberculosis Partnership Foundation, has been at the forefront of civil society efforts to accelerate TB elimination in Indonesia since 2018. Project Background

Tuberculosis (TB) remains one of the most pressing public health challenges in Indonesia. In 2024, it was estimated that there were 1,092,000 TB cases in the country, of which 856,420 people were notified, including 12,128 people with drug-resistant TB (DR-TB). Despite progress in case notification, significant gaps remain in treatment coverage and enrollment. For example, among DR-TB cases notified, only 9,573 patients were enrolled in treatment. Treatment success rates also show disparities, with some areas recording success rates of 85% for drug-susceptible TB (DS-TB) and only 59% for DR-TB. Additionally, the initiation of TB preventive therapy (TPT) remains alarmingly low—19.4% in 2024.

TheFacility and Community-based Service Delivery Support for Tuberculosis (FC-SDS) Projectis managed by the Stop TB Partnership with support from the Government of the United States, and in Indonesia it is implemented by the Stop TB Partnership Indonesia (STPI) for the extension period from March 2026 to Mid November 2026. The project focuses on strengthening tuberculosis (TB) case finding, improving treatment services, expanding community engagement, and reinforcing cross-sector collaboration across 52 districts in West Java and East Java Provinces.

The FCSDS Project aims to save lives, reduce TB transmission, and protect vulnerable populations from the ongoing TB epidemic in Indonesia. It works in close collaboration with health offices, civil society organizations, and community actors to strengthen TB services at both health-facility and community levels. Its core activities include early TB case detection, improving treatment initiation and adherence, expanding TPT coverage, strengthening patient support throughout the TB and Drug-Resistant TB treatment journey, and enhancing mechanisms for continuous quality improvement of DR-TB services.

The Opportunities

We are looking for a District Technical Officer who will be a full-time staff member in the FC-SDS Project team under the supervision of the district coordinator.

Job position : District Technical Officers (DTO) Direct Report : District Coordinator

Status : Temporary Staff (LOE 100%)

Duration : 1.5 Months, with the possibility of extension

Location : DTO will be assigned to each district/city in Malang Regency, Kediri Regency, Pamekasan Regency, Surabaya, and Sukabumi Regency

Working Hours: 40 hours/week,

QUALIFICATIONS

Educational Background

1. A Diploma or Bachelor's degree in a relevant field, such as Health or Social Sciences, and be familiar with research methodologies and monitoring/evaluation systems;
2. Relevant experience in TB or public health and working environment in NGO or Donor Funding implementation.

Work Experience – Minimum of two (2) years of experience in the following areas:

1. 2 years experience in implementing TB programs at the subnational level.
2. Experience in community-based interventions with a focus on community empowerment and mobilization.
3. Experience in working with subnational government authorities and local partners in terms of TB programs;
4. Ability to learn quickly, follow directions, focus on achieving project indicators, report back on the need, and identify the gap;

Technical Competencies

1. Knowledge of TB Case Finding (CF) interventions, including ACF, contact tracing, TPT, treatment adherence support, community outreach, and diagnostic/follow-up procedures;
2. Ability to oversee multiple intervention sites and ensure adherence to technical protocols;
3. Experience in assisting monitoring, evaluation & reporting areas, particularly developing reports to the supervision team.
   
4. Ability to analyze operational data to inform the District Coordinator, Provincial Coordinator, Team Leader, and STPI leadership's decisions and improve field implementation.

General Competencies

1. Proficiency with MS Office software (Outlook, Word, Excel, PowerPoint), Google Workspace, and Canva required.
2. Proven work experience demonstrating above-average interpersonal and both verbal and written communication skills.
3. Demonstrates good English language skills (oral, reading, writing)

ROLES AND RESPONSIBILITIES

Technical Implementation Coordination and Support

1. Support the planning of interventions at the district level, including CF and DR TB;
2. Deliver the day-to-day program implementation, with a focus on ACF, contact investigation, TPT, treatment support, community outreach, and DR-TB diagnostic follow-up;
3. Ensure interventions are implemented in accordance with national TB guidelines, project guidelines, and technical protocols.

Coordination with Management Team and Stakeholders at the Subnational Level

1. Maintain relationships with Provincial and district health authorities, local clinics, and community leaders;
2. Coordination between field teams, the management of the Project, and local TB Community;
3. Report critical updates, operational challenges, and successes to the provincial coordinator for decision-making;
   
4. If required, act as a representative of the project on behalf of the District Coordinator when dealing with the government, CSOs, and stakeholders;

Technical Supervision and Field Oversight

1. Support field coordinators in identifying and data-driven resolving technical challenges encountered during the implementation of interventions.
2. Monitor progress and evaluation of ACF, contact investigation, TPT, treatment adherence, and follow-up diagnostics.
3. Identify obstacles and issues and react accordingly to enhance the effectiveness of interventions.
4. Support adaptation of project activities based on field realities and community context;
5. Deliver capacity building and updates to field coordinators in improving program quality and adherence to technical protocols.

Logistics and Resource Monitoring

1. Support the District coordinator in monitoring logistics, supply chain, and procurement for TB commodities;
2. Ensure timely availability of drugs, diagnostics, and other essential resources at intervention sites.

Data Utilization and Reporting Support

1. Together with the District MEL officer, collect, review, and analyze operational data from field sites for the Project Management and MEL Coordinator;
2. Identify trends, challenges, and opportunities for improving TB program delivery;
3. Support the preparation of provincial reports for internal management and donor review.
