About STPI
Stop TB Partnership Indonesia (STPI), formally known as Yayasan Kemitraan Tuberculosis Indonesia, has been at the forefront of civil society efforts to accelerate TB elimination in Indonesia since 2018. Over the years, STPI has established itself as a key partner to the Government of Indonesia, bringing together communities, civil society, and stakeholders to strengthen the national TB response. Project Background
Indonesia continues to face one of the world’s highest tuberculosis (TB) burdens, with an estimated 1.08 million cases and 126,100 TB-related deaths annually. While significant progress has been made in recent years—most notably achieving a 79% TB case notification rate in 2024—national case detection has plateaued since then, indicating diminishing returns from existing strategies. Critical gaps persist, particularly in drug-resistant TB (DR-TB), where only 41% of estimated RR/MDR-TB cases are diagnosed and treatment success remains low at 59%. Structural barriers, including limited DR-TB referral facilities and geographic and financial constraints, continue to undermine equitable access to care. At the same time, TB preventive therapy (TPT) has shown encouraging improvements in uptake and completion, but overall coverage remains below national targets.
Indonesia’s TB response has historically relied on substantial international support, including from USAID-funded programs that strengthened community-based case finding, DR-TB services, and preventive interventions. The cessation of USAID TB funding has created significant service gaps, particularly in high-burden and resource-constrained areas, threatening continuity and quality of care. In response, the Life-saving Facility and Community-based Service Delivery Support for Tuberculosis (FCSDS) Project was launched to stabilise and sustain essential TB services. Currently implemented in four high-burden districts in West Java as a proof of concept, FCSDS focuses on intensified facility- and community-based case finding to maintain access to life-saving services during a critical transition period.
However, the scale and complexity of Indonesia’s TB epidemic—especially the persistent DR-TB burden—require a broader and more integrated response. The proposed expansion of FCSDS aims to extend coverage to additional high-burden districts in West Java and East Java, which together account for around 30% of the national TB burden, while broadening the scope beyond case detection alone. The expanded model shifts toward an end-to-end cascade approach, strengthening linkage to treatment, patient-centred support, drug safety monitoring, and quality improvement mechanisms to improve retention and outcomes, particularly for DR-TB patients. Through close collaboration with government, civil society, and communities, FCSDS seeks to preserve hard-won gains, close critical service gaps, and accelerate progress toward Indonesia’s national TB elimination goals.
The Opportunity
We are looking for a DR TB TECHNICAL COORDINATOR who will be a full-time staff member in the FCSDS Project team under the supervision of the DR TB Lead

QUALIFICATIONS
Educational Background
A Medical Doctor (MD), with a Master in Public Health, Epidemiology, Global Health, or a related field is highly desirable.
Relevant professional experience in TB or public health can substitute for advanced degrees in some cases.
Work Experience – Minimum of five (5) years of experience in the following areas:
Designing, managing, and implementing TB programs, with emphasis on DR TB diagnosis, treatment enrollment, treatment outcomes, and service quality improvement;
Leading community-based interventions, focusing on empowerment and mobilisation;
Providing technical support for policy analysis, advocacy, and multi-sectoral collaboration at national and local levels;
Establishing and maintaining liaison with subnational and national government authorities and local partners;
Managing multi-stakeholder project teams, budgets, and operational planning;
Strong strategic planning, problem-solving, and decision-making skills in complex program environments.
Proven capacity in financial accountability, including oversight of budgets, expenditures, and donor compliance requirements;
Experience in complaint handling and grievance redress mechanisms to ensure transparency, responsiveness, and community trust;
Familiarity with DR TB logistics and procurement systems, including supply chain processes and coordination with national and subnational stakeholders.
General Competencies

Expertise and experience of determining strategies and patient-centred approaches to DR TB diagnosis, treatment enrollment, treatment outcomes, and service quality improvement based on local conditions.
Experience of psychosocial and nutritional support to enhance TB treatment adherence and success;
Experience in coordinating with national and subnational health authorities on TB program implementation;
Experience in collaborating with health services from primary health centres, hospitals, laboratories, and/or other designated DR-TB treatment facilities;
Experience and strong skills in community engagement and coordination.
Understanding of procurement, supply chain, and logistics related to DR TB diagnostics, drugs, and other commodities;
Knowledge of monitoring, evaluation, and learning (MEL) frameworks for TB programs;

The DR TB Technical Coordinator supports DR TB interventions in all districts/cities by coordinating day-to-day operational activities, facilitating stakeholder engagement, supporting quality assurance processes, and contributing to the achievement of DR TB targets in alignment with national TB program priorities and donor requirements, under the strategic guidance of the DR TB Lead.
ROLE AND RESPONSIBILITIES
Technical Implementation of DR TB
Coordinate and support the day-to-day technical implementation of DR TB interventions across assigned districts/cities.
Ensure DR TB activities are implemented in accordance with national TB guidelines, project SOPs, and technical standards.
Provide technical advice related to: DR TB community-based approaches, referral mechanisms, linkage to diagnostic services, and DR TB service quality improvement mechanisms at the subnational level.
Support the operationalization of DR TB strategies into practical field-level activities.
Technical Support and Troubleshooting
Serve as the first-line technical focal point for DR TB-related implementation issues from field teams.
Support DR TB teams in adapting DR TB approaches based on local context while maintaining technical quality.
Identify technical bottlenecks and propose practical, context-appropriate solutions.
Escalate high-risk and unresolved technical issues to the DR TB Lead with clear analysis and recommendations.
Capacity Building and Technical Mentoring
Support the planning and delivery of technical training, on-the-job mentoring, and refresher sessions for DR TB implementers.
Provide continuous technical coaching to DR TB field staff, CSOs, and community workers.
Assist in the development, adaptation, and dissemination of technical guidelines, tools, and job aids related to DR TB implementation.
Coordination with CF Team and Stakeholders
Coordinate closely with the CF Team to ensure referral, diagnosis, and feedback loops for DR TB cases identified through CF.
Facilitate communication between DR TB implementers, health facilities (primary health centres, hospitals/RS PMDT, laboratories, and/or other designated DR-TB treatment facilities), and health offices to address technical issues.
Support aligning DR TB field activities with diagnostic capacity and service improvement.
Monitoring of Technical Quality and Implementation Fidelity
Monitor the technical quality and fidelity of DR TB implementation through field visits, desk reviews, and routine monitoring data.
Support the analysis and interpretation of project data to assess trends, identify gaps, and document implementation challenges.
Support evidence-based recommendations to strategic stakeholders for course correction and improvement.
Documentation, Reporting, and Knowledge Management
Prepare and submit technical implementation updates, field summaries, and issue briefs to the DR TB Lead.
Document best practices, challenges, and lessons learned from DR TB implementation.
Contribute technical inputs to program reports, presentations, and learning products for donors, government partners, and internal management.
Compliance and Quality Assurance
Ensure DR TB implementation adheres to national TB policies, ethical standards, and project requirements.
Support the DR TB Lead in ensuring partner compliance with technical SOPs and guidelines.
Promote patient-centred and community-sensitive approaches in DR TB implementation.
