About STPI
Stop TB Partnership Indonesia (STPI), formally known as Yayasan Kemitraan Tuberculosis Indonesia, has been at the forefront of civil society efforts to accelerate TB elimination in Indonesia since 2018. Over the years, STPI has established itself as a key partner to the Government of Indonesia, bringing together communities, civil society, and stakeholders to strengthen the national TB response. Drawing on its extensive experience, reach, and technical expertise, STPI has earned the trust of partners as a driving force in Indonesia’s TB response.
Project Background
Indonesia continues to face one of the world’s highest tuberculosis (TB) burdens, with an estimated 1.08 million cases and 126,100 TB-related deaths annually. While significant progress has been made in recent years—most notably achieving a 79% TB case notification rate in 2024—national case detection has plateaued since then, indicating diminishing returns from existing strategies. Critical gaps persist, particularly in drug-resistant TB (DR-TB), where only 41% of estimated RR/MDR-TB cases are diagnosed and treatment success remains low at 59%. Structural barriers, including limited DR-TB referral facilities and geographic and financial constraints, continue to undermine equitable access to care. At the same time, TB preventive therapy (TPT) has shown encouraging improvements in uptake and completion, but overall coverage remains below national targets.
Indonesia’s TB response has historically relied on substantial international support, including from USAID-funded programs that strengthened community-based case finding, DR-TB services, and preventive interventions. The cessation of USAID TB funding has created significant service gaps, particularly in high-burden and resource-constrained areas, threatening continuity and quality of care. In response, the Life-saving Facility and Community-based Service Delivery Support for Tuberculosis (FCSDS) Project was launched to stabilise and sustain essential TB services. Currently implemented in four high-burden districts in West Java as a proof of concept, FCSDS focuses on intensified facility- and community-based case finding to maintain access to life-saving services during a critical transition period.
However, the scale and complexity of Indonesia’s TB epidemic—especially the persistent DR-TB burden—require a broader and more integrated response. The proposed expansion of FCSDS aims to extend coverage to additional high-burden districts in West Java and East Java, which together account for around 30% of the national TB burden, while broadening the scope beyond case detection alone. The expanded model shifts toward an end-to-end cascade approach, strengthening linkage to treatment, patient-centred support, drug safety monitoring, and quality improvement mechanisms to improve retention and outcomes, particularly for DR-TB patients. Through close collaboration with government, civil society, and communities, FCSDS seeks to preserve hard-won gains, close critical service gaps, and accelerate progress toward Indonesia’s national TB elimination goals.
The Opportunity
We are seeking a DR TB Provincial Coordinator in East Java to join the FCSDS Project team as a full-time staff member, reporting to the DR TB Lead.

Status : Temporary Staff (LOE 100%)
Duration : 8 Months, with the possibility of extension
Location : East Java Provincial Health Office
Working Hours : 40 hours/week
QUALIFICATIONS
Educational Background
A Master’s Degree in Public Health, Medical Doctor, Epidemiology, Nursing, or a related field is required;
Relevant professional experience in TB or public health can substitute for advanced degrees.
Work Experience – Minimum of Five (5) years of experience in the following areas:
Implementing TB programs at the district/city and provincial levels, including coordination with the Provincial Health Office (Dinas Kesehatan Provinsi Jawa Timur);
Leading and supporting efforts in DR TB diagnosis, treatment enrollment, treatment outcomes, and service quality improvement;
Coordinating and facilitating collaboration among provincial and district health authorities to ensure alignment of program implementation;
Supervising field teams and providing oversight to implementing partners at district or community level;
Managing community-based interventions focused on community empowerment and mobilisation;
Demonstrated familiarity with DR TB program logistics, supply chain, and procurement mechanisms;
Providing technical guidance and coordination support to project teams and senior management to strengthen program quality and performance.
Leadership Competencies
Experienced in leading a team for health-related projects, managing TB projects is advanced;
Strong decision-making authority, project management, organisational skills and ability to supervise activity and teams effectively;
Ability to work collaboratively with technical teams, local government, communities, and project management;
Have the ability to act as a liaison between the project and the government, especially the Provincial Health Office and CSOs.
Technical Competencies
Strong knowledge of TB interventions, including DR TB diagnosis, treatment enrollment, treatment outcomes, and service quality improvement;
Ability to oversee multiple intervention districts and ensure adherence to technical protocols;
Experience coordinating with subnational health authorities, health services, and community stakeholders;
Understanding of DR TB program logistics, procurement, and supply chain management;
Ability to analyse operational data to inform the DR TB Lead, STPI leadership's decisions and improve field implementation.

ROLES AND RESPONSIBILITIES
1. Coordination and Collaboration
Provide technical advice to the DR TB field team on project implementation, with a focus on DR TB community-based approaches, linkage to diagnostic services, referral mechanisms, and DR TB service quality improvement mechanisms at the subnational level.
Facilitate coordination between the Provincial Health Office, implementing partners, and other provincial stakeholders to ensure effective DR TB implementation.
Organize and lead regular provincial coordination meetings to review progress, challenges, and follow-up actions from DR TB implementation.
Act as a liaison between the national team and district/city level to ensure policies, guidelines, and instructions are clearly communicated and understood.
2. Technical and Administrative Support
Support the preparation of annual provincial work plans and budget plans for DR TB intervention that are aligned with national and project guidelines.
Provide feedback on districts/cities work plans to ensure alignment with provincial and national priorities and targets.
Ensure completeness and timely submission of required provincial-level documentation and reports.
3. Monitoring and Coordination Support
Monitor DR TB intervention progress in districts/cities through reports and coordination meetings, without directly managing field implementation.
Initiate joint problem-solving mechanism with the Provincial Health Office and partners regarding DR TB implementation bottlenecks at the districts/cities.
Support provincial-level data analysis to identify DR TB trends, gaps, and areas that require special attention.
Ensure DR TB activities and outputs in districts/cities are aligned with work plans, budget plans, technical protocols and project guidelines.
4. Partnership and Advocacy
Build and maintain effective working relationships with provincial stakeholders, including the health office, health services, professional associations, academia, and development partners.
Support advocacy activity related to the project in the provincial area.
Represent the program in provincial-level coordination meetings and forums related to DR TB intervention as needed.
5. Reporting and Communication
Prepare and submit periodic provincial coordination reports (monthly/quarterly).
Communicate key updates, challenges, and recommendations of DR TB intervention to the national team.
Ensure accurate and timely dissemination of information between the national level and provincial stakeholders.
6. Team Setup and Capacity Support
Assist in setting up and strengthening implementing partners and field teams in districts/cities, ensuring the proper structure, roles, and coordination mechanisms are in place.
Support the induction or orientation of new district/city-level staff to align them with project objectives, strategies, and reporting requirements.
Support technical guidance and training for DR TB implementers at provincial, districts/cities, and community levels.
Facilitate communication and collaboration between the provincial coordination unit and field teams to maintain consistent program delivery standards.
