About STPI
The Stop TB Partnership Indonesia (STPI), formally known as Yayasan Kemitraan Tuberculosis Indonesia, has been at the forefront of civil society efforts to accelerate the elimination of TB in Indonesia since 2018. Over the years, STPI has established itself as a key partner to the Government of Indonesia, bringing together communities, civil society, and stakeholders to strengthen the national TB response. Drawing on its extensive experience, reach, and technical expertise, STPI has earned the trust of partners as a driving force in Indonesia’s TB response.
Project Background
Tuberculosis (TB) remains one of the most pressing public health challenges in Indonesia. In 2024, it was estimated that there were 1,092,000 TB cases in the country, of which 856,420 people were notified, including 12,128 people with drug-resistant TB (DR-TB). Despite progress in case notification, significant gaps remain in treatment coverage and enrollment. For example, among DR-TB cases notified, only 9,573 patients were enrolled in treatment. Treatment success rates also show disparities, with some areas recording success rates of 85% for drug-susceptible TB (DS-TB) and only 59% for DR-TB. Additionally, the initiation of TB preventive therapy (TPT) remains alarmingly low—19.4% in 2024.
Over the years, Indonesia has received substantial support from various partners, including the United States Agency for International Development (USAID), to strengthen TB case finding, improve treatment services, mobilise community engagement, and foster multi-sectoral collaboration. However, with the cessation of USAID’s TB program funding, several life-saving interventions are now facing critical support gaps, threatening the continuity and quality of TB services in high-burden areas.
The Life-saving Facility and Community-based Service Delivery Support for Tuberculosis (FCSDS) Project has been designed to address these urgent needs. This initiative aims to improve access to high-quality TB services, including timely diagnosis, effective treatment, and TPT provision, with a special focus on provinces and districts that are currently experiencing the most significant challenges in maintaining TB service continuity. The Stop TB Partnership in Indonesia will lead the implementation. Through close collaboration with government health services, civil society, and community actors, the project will strengthen both facility-based and community-based TB service delivery. Activities will include enhancing early case detection, improving treatment initiation and adherence, expanding TPT coverage, and ensuring patient support throughout the treatment journey. By bridging service delivery gaps and safeguarding essential interventions, the FCSDS TB Project seeks to save lives, reduce TB transmission, and protect vulnerable communities from the ongoing TB epidemic in Indonesia.
The Opportunity
We are seeking a Technical Facilitator to join the FCSDS Project team as a full-time staff member.
Job position : Technical Facilitator
Status : Full-time, Temporary (100% LOE)
Duration : 1,5 months (with the possibility of extension)
Location : Kab. Sidoarjo, Kota Mojokerto, Kab. Magetan
Working Hours : 40 hours/wee
QUALIFICATIONS
Educational Background:
A Bachelor’s Degree in Public Health, Medicine, Nursing, or a related field is required. A Master’s Degree in Public Health, Epidemiology, Global Health, or a related field is an advantage.
Work Experience – Minimum of two (2) to three (3) years of experience in the following areas:
- Supporting the implementation of TB or communicable disease programs, including case finding, treatment initiation, and treatment support;
- Supporting community-based interventions and engaging community workers or local partners in program activities;
- Providing technical support in program implementation, including field facilitation, basic analysis, and reporting;
- Coordinating with local government, health facilities, and community stakeholders;
- Assisting in providing technical assistance and capacity building to field staff and local implementers;
- Supporting collaboration with partners and stakeholders to achieve program targets;
- Familiarity with national TB programs and Ministry of Health systems is an advantage;
- Basic skills in planning, coordination, and program monitoring;
- Experience in supporting operational aspects of project implementation (e.g., reporting, basic administration, coordination).

Additional Technical Competencies
- Understanding of TB case finding strategies (active and passive case detection);
- Basic knowledge of Drug-Resistant Tuberculosis (DR-TB);

- Experience in data collection, validation, and reporting;
- Ability to document and write best practices and program learnings;
- Familiarity with digital health/reporting tools (e.g., CXR-AI or similar systems) is an advantage;
- Strong facilitation skills for training, discussions, and field-level coordination.

The Technical Facilitator is responsible for supporting subnational TB program implementation through situational analysis, prioritization of technical assistance, and facilitation of tailored interventions in Case Finding (CF) and/or Drug-Resistant TB (DR-TB). The role focuses on enabling local governments to design, implement, and sustain context-appropriate TB strategies in alignment with national guidelines and program targets.
Roles and Responsibilities
- Situational Analysis and Planning
- Conduct joint situational analysis with District and Provincial Health Offices to identify program gaps, challenges, and opportunities in TB implementation;
- Analyse epidemiological, programmatic, and operational data to inform intervention planning;
- Support evidence-based decision-making at the subnational level
- Technical Assistance Prioritisation
- Facilitate the prioritisation of technical assistance focus areas based on local needs, particularly between Case Finding (CF) and Drug-Resistant TB (DR-TB);
- Support stakeholders in selecting appropriate intervention approaches aligned with national TB strategies and local context;
- Ensure prioritisation reflects program gaps, resource availability, and feasibility
- Technical Facilitation and Capacity Building
- Facilitate the development and adaptation of CF and/or DR-TB approaches tailored to local needs;
- Provide hands-on technical facilitation to subnational health offices, health facilities, and implementing partners;
- Support training sessions, workshops, and on-the-job mentoring for local implementers;
- Strengthen stakeholders' capacity for planning, implementation, and problem-solving.
- Implementation Support, Coordination, and Financial Accountability
- Support District Health Offices and local stakeholders in implementing agreed CF and/or DR-TB interventions;
- Facilitate coordination among stakeholders to ensure smooth implementation.
- Promote ownership and sustainability of interventions within local health systems;
- Monitor implementation progress and provide practical recommendations for improvement;
- Support the development and submission of activity proposals, including technical concepts and budget requirements;
- Ensure proper financial accountability and documentation for activities implemented, in line with organisational and donor requirements.
- Monitoring, Evaluation, and Learning
- Support routine monitoring of program implementation at the subnational level;
- Document lessons learned and best practices from field implementation;
- Provide feedback to improve program quality and effectiveness;
- Contribute to reporting and knowledge sharing related to CF and DR-TB interventions.
