Stop TB Partnership Indonesia (STPI), formally known as Yayasan Kemitraan Tuberculosis Indonesia, has been at the forefront of civil society efforts to accelerate TB elimination in Indonesia since 2018. Project Background

Tuberculosis (TB) remains one of the most pressing public health challenges in Indonesia. In 2024, it was estimated that there were 1,092,000 TB cases in the country, of which 856,420 people were notified, including 12,128 people with drug-resistant TB (DR-TB). Despite progress in case notification, significant gaps remain in treatment coverage and enrollment. For example, among DR-TB cases notified, only 9,573 patients were enrolled in treatment. Treatment success rates also show disparities, with some areas recording success rates of 85% for drug-susceptible TB (DS-TB) and only 59% for DR-TB. Additionally, the initiation of TB preventive therapy (TPT) remains alarmingly low—19.4% in 2024

The Facility and Community-based Service Delivery Support for Tuberculosis (FC-SDS) Project is managed by the Stop TB Partnership with support from the Government of the United States, and in Indonesia it is implemented by Stop TB Partnership Indonesia (STPI) for the extension period of March 2026 to Mid November 2026. The project focuses on strengthening tuberculosis (TB) case finding, improving treatment services, expanding community engagement, and reinforcing cross-sector collaboration across 52 districts in West Java and East Java Provinces.

The FC-SDS Project aims to save lives, reduce TB transmission, and protect vulnerable populations from the ongoing TB epidemic in Indonesia. It works in close collaboration with health offices, civil society organizations, and community actors to strengthen TB services at both health-facility and community levels. Its core activities include early TB case detection, improving treatment initiation and adherence, expanding TPT coverage, strengthening patient support throughout the TB and Drug-Resistant TB treatment journey, and enhancing mechanisms for continuous quality improvement of DR-TB services

The Opportunity

We are seeking a District Coordinator to join the FC-SDS Project team as a full-time staff member, reporting to the Provincial Coordinator.

Job position: District Coordinators Direct Report: CF Lead and DR Lead

Status: Temporary Staff (LOE 100%)

Duration: 1,5 Months, with the possibility of extension

Location: Bandung Barat Regency, West Java Province

Working Hours: 40 hours/week

QUALIFICATIONS

Educational Background

1. A bachelor’s Degree in Public Health, Medical Doctor, Epidemiology, Nursing, or a related field is required;
2. Relevant professional experience in TB or public health can substitute for advanced degrees.

Work Experience – Minimum of three (3) years of experience in the following areas:

1. Leading community-based interventions with a focus on community empowerment and mobilisation;
2. Implementing TB programs at the district/city level, with emphasis on TB screening and diagnosis (case finding), treatment enrollment, and treatment outcomes;
3. Implementing TB programs at the district/city level, specifically on DR TB diagnosis, treatment enrollment, treatment outcomes, and service quality improvement;
4. Leading and supervising field teams to guarantee smooth implementation of activities, strengthen accountability, and support continuous improvement in service delivery;
5. Coordinating with provincial and district health, and stakeholder's authorities;
6. Familiarity with TB program logistics, supply chain, and procurement mechanisms;

Leadership Competencies

1. Three years of experience leading teams in health-related projects,, with advanced expertise in managing tuberculosis (TB) programs
2. Experience providing technical guidance to project teams and senior management.
3. Demonstrated ability in financial and operational management, including budget planning, administrative verification, and ensuring resource utilization in line with organizational policies
4. Strong project management and organisational skills and ability to supervise activity and teams effectively;
5. Strong strategic planning and problem-solving in translating local constraints into timely solutions.
6. Ability to work collaboratively with technical teams, local government, communities, and project management;
7. Have the ability to act as a liaison between the project and the government, especially the district/city, health facilities, and CSOs.

Technical Competencies

1. Strong knowledge of TB interventions and cascades, including TB screening and diagnosis (case finding), DS TB treatment enrollment, DS TB treatment outcomes, DR TB diagnosis, DR TB treatment enrollment, DR TB treatment outcomes, and DR TB service quality improvement;
2. Experience and knowledge of community-centred approaches in TB interventions tailored to local conditions;
3. Experience of psychosocial and nutritional support to enhance TB treatment adherence and success;
4. Ability to oversee multiple intervention sites and ensure adherence to technical protocols and project guidelines;
5. Experience coordinating with subnational health authorities and community stakeholders;
6. Understanding of procurement, supply chain, and logistics related to DR TB diagnostics, drugs, and other commodities;
7. Ability to analyse operational data to inform the Provincial Coordinator, Team Leader, and STPI leadership's decisions in improving field implementation.

ROLES AND RESPONSIBILITIES

1. Leading the project at the district/city level
   1. Server as the primary decision-maker in leading the day-to-day implementation of projects at the district/city level, including planning, implementation, monitoring and evaluation in achieving project objectives.
   2. Manage project operations, including administration, finance, human resources, and procurement at the district level.
   3. Be a representative of the project in liaison with the government, CSOs, and stakeholders.
2. Technical Support and Field Oversight
   1. Coordinate and support the day-to-day technical implementation of Case Finding (CF) and DR TB interventions in assigned district/city.
   2. Ensure CF and DR TB activities are implemented in accordance with national TB guidelines, project SOPs, and technical standards.
   3. Monitor technical quality and fidelity of implementations through field visits, desk reviews, and routine monitoring data.
   4. Identify obstacles and issues and propose practical solutions to enhance the effectiveness of interventions.
   5. Escalate high-risk and unresolved technical issues to the provincial coordinator with clear analysis and recommendations.
   6. Support the delivery of technical training and provide continuous technical coaching to field teams or frontliners.
3. Stakeholder Engagement at the Subnational Level
   1. Maintain relationships with Provincial and district health authorities, local health facilities, and community leaders.
   2. Facilitate coordination between field teams, local authorities, and the management of the Project.
   3. Report critical updates, operational challenges, and successes to the provincial coordinator for decision-making.
4. Logistics and Resource Monitoring
   1. Support the Provincial coordinator in monitoring logistics, supply chain, and procurement for TB commodities;

b. Ensure timely availability of drugs, diagnostics, and other essential resources at intervention sites.

1. Data Utilisation and Reporting Support
   1. Together with the District MEL officer, collect, review, and analyse operational data for the Project Management and MEL Coordinator;
   2. Identify trends, challenges, and opportunities for improving TB program delivery;
   3. Support the preparation of provincial reports for internal management and donor review
